Pramod Mittal, chairman of Global Steel Holdings Ltd, whose operations in Bulgaria and Nigeria have run into trouble, is not avoiding the Indian government and had visited India several times in recent months, said company officials.

The company, based in Isle of Man, has meanwhile started arbitration proceedings before the International Chamber of Commerce following cancellation of its concessions to run a steel mill and an iron ore company in Nigeria, they said.

Reacting to a Mint story on non-payment of salaries by the company, Ashok Agarwal, Global Steel’s London-based director, wrote saying “Mr Mittal is a frequent traveler to India and in last one month he traveled to India many times for business and even attended public functions.”

Based on letters exchanged between government and embassy officials, the story reported they have not been able to contact Mittal, who has been living in the UK for the past five years.

This week, the Nigerian government cancelled Global Steel’s contract to run Ajaokuta Steel Co. Ltd and National Iron Ore Mining Co. Ltd, accusing its subsidiary company Global Infrastructure Holdings Ltd of “asset stripping” and pledging its assets against a $192 million (Rs768 crore) bank loan borrowal.

The company denied any wrongdoing, but many of its 480-odd Indian employees have not been paid for more than seven months, most of them returning home without full settlement.

The situation is similar at Global Steel’s second 1 million tonne plant, Delta Steel, which it acquired in southern Nigeria, and at the Kremikovtzi plant in Bulgaria, which is running short of working capital.

Bidders, including Pramod Mittal’s brother Lakshmi Mittal, have shown interest in taking management control of the mill in the east European nation.

In a statement released on Friday evening, Global Steel said it had not taken a loan pledging the assets of the Nigerian companies.

In India, Askari H. Zaidi, vice-president of corporate communications at Ispat Industries Ltd, said the Indian government could have easily approached Mittal if it was willing. “The impression that Mittal is absconding is not acceptable,” he said. Mittal is also chairman of Ispat Industries, one of the group companies based in India.

Vinod Mittal, Pramod Mittal’s brother and managing director of Ispat Industries, sits on the supervisory board of Kremikovtzi AD. On Thursday, he met the overseas Indian affairs minister, Vayalar Ravi, to assure him the problem would be sorted out soon.

“I told him (Vinod Mittal) to pay salaries immediately. After paying the salary, I asked him to inform me that it has been paid,” Ravi said. The minister’s office confirmed that several calls were made to London and Mumbai since end of last year in an attempt to contact Pramod Mittal.

When asked why his office has not been able to contact Mittal during his visits to India, including when he came to attend a reception to mark the wedding of aviation minister Praful Patel’s daughter, Ravi said: “That’s his personal matter who he meets. I give instructions to my staff to connect me to people and they have not been able to. My concerns are that the workers are paid.”

The minister had said last week that if employees lodge formal complaints, he will take legal action against Pramod Mittal.

Mittal visited India at least four times in the past two months, said Zaidi.

Held in Udaipur in February, the wedding attracted a wide gathering of politicians, Bollywood stars and businessman, including Lakshmi Mittal.

Both Lakshmi Mittal and Pramod Mittal had hosted a pre-wedding party for the young couple in Mumbai.

I hear the same has been the situation in Serbia (Ex-Yugoslovia) too. Global Steel Holding Ltd (GSHL) has mis-managed and had sold out assests of refractories unit taken over by then in Aug 06. All indian expacts have been asked to return back without any settlement. Serbian government has cancelled the sales contract. Local representative Mr. Rabi Darbari has been issued red alert by Interpol for selling comnay assets and beyond the sales contract. People are yet to get their salaries from Apr07.

I agree with your views, instead of punishing the company , out Govt should focus to settle all the employees in the same company in such a hard instruction that the salary should be paid immediately without further delay. I was also working and came to India for a personal visit and got held up due to no visa arranged and no cooperation from their Mumbai office. now i am job less and seating idle for last 5 months. Ofcourse everybody can understand what would be situation for all these employees who came back to India. If the company will settle the dues and take back with good honour then definetely all the employees will put their hard effort for the company to come out of this situation very soon and become a good company lime any other good MNC's ksahu

Your words are 100% true. Thousands of well settled indians came on road including me. Mr. P K Mittal and Mr. Ashok Agarwal should work to get the glory back. It can not be true that they have purchased such big companies only to cheat Indians. The exact reason should be disclosed by them to Indians. As a Indian, I have dream that if Mr. L N Mittal will help to his brother in coming out of sich panic situation and factory will be taken back and will run with all those employees who were ever worked in GSHL/AJAKOATA/NIAMCO or in any other company. Indians are respectfull persons by their knowledge, hardworking and attitude. I will great pleasure if all above companies of Nigeria/Libya etc. will work like Ispat Industries in India and Ispat group will get glory once again in whole world.

Serbian goverment cancelled the sales contract and indian employees have not been paid since 2007 August. Do not talk of Nigeria plants. GSHL has made a mess of these plants.

it is the only intermediators who are detroying GSHL group. we worked in early nineties with mittal sir he is very gnuine and descent man. it seems the intermeditors who are misleading the group that is why all overseas project not doing well.. it is mr parmod mittal only who should rethink about his policy makers or so called thinktankers. As fact is that group name is spoiling and no genuine person is ready to join in present condions.

Sir I was also employed there for two years we were facing the same salory problem , no doubt we have been given status but if we apply for visa than we have to wait for months ,in that period our leave finishes and we cannot take our families there during our chuildren during summer vaccation , the parents whose children are in 4th Std and above cannot educate them in Nigeria , so it was tough time be away from family for one year ,local allowances were also not paid in time some time we were compelled to borrow for local expenses.we cannot move freely there. he and his management are just telling lie if you can survey you can understand the reality.

Both Ispat Industries and Global Steel Holding are following same way i.e. not settling final dues. Global Steel must be taking advantages of it's overseas operations and Indian govt as usual is unable to take immediate actions. Many of my friends who had joined overseas operation and acquired by Global Steel Holding (GSHL) are completely shattered and disheartened due to non-committal behavior from GSHL. People have faced problems all round including housing, transportation, kidnapping, stabbing and non payment of salary. Over than 8 months salaries are pending for Nigerian & Serbian employees.

Of course Mr. Mittal would have directed them to save money and earn profits, but it is the unit heads who actually decided as to how they are going to save the money.

I agree that the local management of GIHL which is responsible. FRAUDS ( 419 in Nigerian lingo) like JATIN KAPOOR RUINED THE CO. He ran away jumping bail from Nigeria after swindling millions of dollars from the Co. Jatin Kapoor is primarily responsible for ruining an extremely profitable venture & lives of so many people.

But what is the result of all of this efforts. In fact, now there is need to have a joint team consisting all such persons, who are sufferrer. The team should get in touch with governement of India. The following proposals may be demanded :- 1. Government should take control of Delta Steel, Ajajkoata and NIOMCO and should pump funds and competnent manaagement team to revive the companies and also all employees, who have left Nigeria due to non-payment of salary etc. should be re-in-stated. 2. If government directly don't want to do that, our big steel companies such as Tata Steel, Steel Authrority or Jindal Steels should be told to take the management of above compaines with the join consult of government of Inida. 3. All pending salary should be recovered from their India Arm M/S Ispat Industries Limited or government should forced them to take all such employees in Ispat Industries Limited and should monitored that all employees are now gettting salaries in India. 4. The Joint Forum should wirte to Mr. L N Mittal either direclty or through government of India to explore possibility of taking control on above companies so that all sufferrer could get settled once for all. 5. The further appointment of Ispat Office In India should be banned and they should be told to not to appoint any further employees till the old salaries are get settled. Till Nigerian staff starting abducting Indians they were not paid their salaries. Till government threatened arrest, taxes were not paid. Indian staff were not paid till they went on stike. These policies are more to do with Country Heads like Mr. Shashi Ranjan Prasad and CEOs like Mr. Sunil Katial and Mr. Sunil Manwati, rather than Mr. Mittal himself, who are more interested in their own bank balances than that of the company and their duties towards the employees. No doubt that currently there are warrants aganist most of these people in Nigeria. Of course Mr. Mittal would have directed them to save money and earn profits, but it is the unit heads who actually decided as to how they are going to save the money.

Ispat Industries Limited and should discuss with government of Nigeira also so that all issues could be resolved and Strong Indian Business could get its reputation again and employees who have left or suffered can get job once again. After all it is insult of Indian Business HOuse,which no Indian want.

I was working in Nigeria and then redeployed in Libya after Ajaokuta was taken over by Nigerian govt. As usually my Ajaokuta pending salaries are yet to be paid as others. When I was in Libya I got a mail from Mr.P.K.Mittal where he had instructed UMESH SOMANI TO ARRANGE to pay the pending salaries. I was quite hopeful as it was from CMD of the company. But it did not happen. In addition to that my 5 months salaries were added to those pending list. It is surprising that even with the intervention of govt. of India, Mr mittal did not care to pay the salaries. And ministry for non-resident Indian, govt of India has also become a silent observer. It is unbelievable that in 21st century, how a company is surviving with this type of fraudulent practice.

Ltd(mangaged by GSHL) before the concession agreement was cancelled on the Global Steel Holdings Limited;was witness to all the happenings including the agitation by the nigerian workers,kidnapping of Indian expats(which was really a nightmare for all the expats including the families, agitation by Indian and ukranians expats and finally I went on leave around March 2008 not knowing that it was my final leave. During my leave I received an email by then HR head that the concession agreement has been withdrawn by the Nigerian govenment for Ajaokuta Steel Co. Ltd. Some of the expats were resettled in other GSHL managed Industries the names like Delta Steel Co. ltd and Libya Iron and steel co. ltd. but many had resigned and some employees like me the contract was cancelled with a mail stating that my full and final settlement has been calculated including the three months notice pay and sent to Dubai for the settlement without giving the amount to be settled. On communication with Dubai I found the amount and now when I am writing this comment which is already after one year there is no news from the company. Fortunately for me I have been able to settle my family in India and got another opportunity to feed my family otherwise the company had left me on road without even bothering to look back. The experience with the company I consider as negative rather than positive as I found myself in the need to update my knowledge base before looking for another job. To conclude I also advise that all the indians should vote this company out in the present elections and request the Govt. Of India to take a serious action and not go by the false promises made by the company representatives which lie everytime

The website of GSHl itself says that GSLH is their arm, hence, they are fully responsibile. Not only Indian, many Nigerians are in great grief for loosing jobs and for poor condition of company. Thier experience has become unuseful. They are also loosing thier reputed service life. Instead of making false statements, Mr. Mittal should come forward to take help from governement and other companies to revive the companies. Indians should not only weep for their salaries. Lets join hand and take up the matter with government of India to revive the companies so that Nigerians and Indians both can get globry back. Think about nigerians who had helped us in thier country and now are jobless. No hope for theem due to poor job opportunities their.
