India is no stranger to secessionist movements and Kashmir is no different in this respect. India has had to weather insurgencies in many states in the 20th century and has always succeeded in stemming this tide. There has been no exception.

The events of the last one month have, however, made commentators think otherwise. It is now being openly argued that such is the extent of alienation in Kashmir valley that, except for letting it go, there is little else that can be done. We believe this is a misreading of the situation and there is little to theories of Kashmiri exceptionalism.

Jammu and Kashmir (J&K), more than any other state, has suffered from a deficit of good governance. Since 1953, when autonomy of the state was greatly whittled down, most elections have been rigged there. This has deprived the people living there of precious public goods such as uncorrupt public representatives, equality of opportunity in public employment, and finally security. New Delhi’s preoccupation with security fundamentally eroded what it sought. This has greatly fuelled alienation.

But there’s more to this story. There is no way of providing public goods efficiently in a centralized manner. As a result, border provinces have problems in getting the right quantity of these goods. Punjab and states in the North-East have seen separatism. So, in that sense there is nothing exceptional to Kashmir’s current woes. This is where the Left (and now liberal) opinion misreads the situation.

Very good solutions exist to provide these goods on a decentralized basis. The Centre did not believe this was possible as it felt Kashmir was an exception. This was at the root of the problem. This required enhancement of autonomy and not squeezing it, as has been the case in J&K.

Instead what it tried was to give the government of J&K generous amounts of money. This, coupled with the promotion of venal local politicians (who were selected for their “right” security credentials), was a sure recipe for disaster.

Reversing alienation should be New Delhi’s top priority. This is difficult but not impossible. But it requires a change in attitudes. First, pro-India credentials alone should not be a criterion for elected office. The reason why democracies are successful is that people know what candidates are good for them. This will help. Two, greater autonomy for the state will go a long way in taking the wind out of secessionist sails. However improbable it may seem, such steps have the potential to stem alienation.

How can J&K be “normalized” again?

Secessionist victory in Kashmir will only spread more trouble. There will be calls for independence in East UP, Old Delhi, North Punjab, South Kerela etc etc because majority is Muslim there and we have stupid fools like Soft Singh and Undead Singh and ilk as leaders,so Al Qaeda wont settle for less. Whatever be the cost- India has to keep Kashmir in.

This is the creation of the power-hungry politicians in Delhi. We are still pursuing the policy of appeasement. We must drive away those who publically express their allegiance to Pakistan and we just enjoy the scenes on the TV. How has China been handling such secessionists? Might is right. In our case, we have already tolerated enough idocies from the separatists. Now we need to show to them what India means today. The solution lies in scrapping article 370 and capturing the other side of Kashmir also. Otherwise, with politicians like Laloo, Shibu, Ram Bilas, Mulayam and Amar,we will have to slowly allow the disintegration of the country. The great media barons and leads need to understand that just making statments on the giving away of Kashmir is like stabbing the nation. Free press does not mean harming the country through anti-national essays and programs. If politicians are not able to enforce the constitution in Kashmir, leave it the executive (police and army) and the people (like those in Jammu) to handle. Kashmir will remain with India for ever. Let these fanciful separatists get this message.

You say that JK problem is due to 1. Corrupt government 2. Rigged elections 3. Improper distribution of public goods. But these problems exist all across the country. Tell me one state that doesnt have corrupt leaders, or that (atleast till recently) didnt have rigged elections or had good disbursal of public goods. But all the other states havent taken to sepratism or violence. even today in Karnataka farmers are committing suicide due to lack of fertilizer. I am sure there are similar things happening in Kerala , TN etc. But people Karnataka built vast IT companies, people of TN built vast automibile industries and people of Kerala built tourism. They didnt go around saying we didnt get any thing from the govt so we want to separate from the country.

I fully agree with your views, Really we all taxpayers are paying a heavily to keep kashmir with us where as kashmiris(majority of them) do not want to understand their best interest is to be remain with India. One complaint I have with media is that they are not covering Jammu agitation thinking that it is sponsored by VHP. VHP, BJP or even Congress can run a demostation/strike for 1-2 days that is the record. But this is a unique where even childern of 5-12 years are also participating, housewives after finishing their daily chores, comes out from their houses be it hindus or sikhs. But all media is thinking it is for Amarnath Shrine land , whereas it is their anger against Centre be it congress or BJP govt(for 6 years they all did nothing to remove this discrimination) and Shrine land has just come out as an opporunity to show their anger. This is a unique agitation not seen anywhere in India as far as my memory of 20 years I can rembeber. Even congress leaders /PDP jammu unit leaders are supporting this agitaion because it is a genuine and coming from hearts of the Jammuwasi. Better, you send your team to get the pulse of this agitation.
