There are a whopping one million stray dogs in Bangalore, Chennai, Delhi, Mumbai and Kolkata. And they bite, sometimes! While for some they are lovable pets, others sense the lurking menace. Parents fearing brutal attacks on children have been demanding immediate removal of stray canines from streets and public places — unacceptable to animal rights activists. Municipalities remove some dogs, vaccinate some, and leave some. But after every gruesome attack, a parent group–animal rights activist drama explodes.
The fundamental problem is that stray dogs are “public property”, which creates what economists call “negative externality”. Those who feed and pamper the dogs while benefiting from wagging tails and warm cuddles are not held responsible for the nuisance dogs inflict on other citizens. Moreover, scarce tax money is spent on canine vaccination, again a cost not borne exclusively by dog lovers. Under tort law, owners of property should be held liable for “accidental damages” they impose on others. Would it be just to enjoy the thrill of racing your BMW, yet not pay damages for breaking a 10-year-old kid’s leg in an unfortunate accident? No, it wouldn’t. And this is why parents’ associations don’t demand removal of all cars. Private property ensures costs and benefits are borne by the same person, encouraging citizens to behave with caution and due care.
But, what about “animal rights”? “Animal right” is a contradiction in terms. All rights derive from human beings’ right to own oneself, from which follows an individual’s right to own things non-human. Slavery is unjust, but rearing cattle is business. And dogs are no exception to this.
What is the way ahead? Privatize stray dogs. The municipalities of India’s metropolises should put stray dogs on sale. Animal rights activists and dog lovers are free to buy and own the canines as pets. They shall be held legally liable for damages their pets inflict on others. Animal lovers may even buy dogs from cruel owners if they are willing to pay more for their love than the brute for his hate. Peace dawns as citizens exchange property rights over dogs. And if each dog fetches Rs1,000, we can raise Rs100 crore, enough to take 40,000 children through primary school.

Dear Sir/Madam, Your idea is novel but simply cannot be implemented in a city/nation like ours. It has taken the BMC since 1934 to renovate its ONLY Veterinary CLinic situated in Khar. A mere sum of Rs 40 lakhs has made headlines in today's papers. Isnt this sad? Let a The problem of stray dogs is like fever when you have a bad throat - the fever is a symptom and the bad throat is the problem. You are suggesting we tackle the fever, rather than the root cause. Cities like Mumbai have grown out of proportion very fast both in population and income BUT not in size. Vast open spaces have been engulfed in the name of development. Our 'civic authorities' have been undeperforming for decades now -garbage cleaning is slow, proliferation of slums is at an insane high and our city is a breeding ground for any and all who wish to inhabitate it. Next you might suggest we start privatising beggars on our streets who far outnumber the dogs in number and cause more crime and disease than their 4 legged counterparts. WHat is sad is that you have FAILED to recognize the unflailing efforts of NGO's who with minimum support frm the Govt have been working towards decreasing this menace through 'humane' methods such as sterilisation and immunisation. Can the Govt begin to wake up and allot more space and amenities to such organisations for their work? It might remedy the situation. Also create Groups in every area who like dogs and wish to feed them and educate them and the public on living in harmony with one another. We have inherited a legacy from our ancestors - of tolerance and of great understanding. Let us extend this and de-mythify people especially in urban areas. There are millions of animal loving individuals who would like to see an amicable solution to this issue. Fining/penalising a small group is unfair and will only create more rancour and anger in the hearts and minds of people towards our 4 legged friends and those who supoprt this cause.

Even if municipal corporations pick up these stray dogs for sale there would be a paucity of consumers; frankly, even among dog lovers very few care to raise mongrels and rather spend money on other breeds. So what happens when MCs are left with several thousands of unsold dogs? A discount sale! We extrapolate and make that believable as well. However, still a dog-sale has no match with a Big Bazaar Sale. Unsold dogs at a municipal corporation might just get stocked up to rot in some 'Dog Corporation of India'. To bring to the author's notice, organizations such as Frendicos have already taken up the task of savaging street dogs and dog-lovers do go to them to both drop stray dogs and buy them. However, the figures are too few. And not to forget Frendicos are not just entrepreneurs but dog-loving entrepreneurs. So maybe solution to the proposed problem by the author is not so simple.

Another Idea - Capture all of them and sell them to Vietnam / China / Korea or some other country where they are had for food, and earn some valuable foreign exchange. If dog lovers want to stop this from happening, let them buy the dogs and keep them at their own place!

Ah!..What a novel idea?..One dog bites and the dog as a breed is debated wheteher to kill them by starving or send them to korea/China. Well the next time a man rapes a minor or even a toddler as is common now-a -days, why don't I suggest the same thing. After all,all dogs have teeth to bite and all men have Reproductive organs to rape. God ...they are all a big threat to children too. What say Makarand? Send the men packing off to tribals where they can have the men for food and the peeo tribals not starve to death..And if the women folk loves the men enough they can buy them back or else too bad they will end up in a dinner plate?

What a fantastic idea ! Let me recount a horrid experience. There is a garden called Bayview Marina in Cuffe Parade, Mumbai developed by the CPRA. It is a boon to the residents, especially to the children and seniors who throng it. However, a part of the garden is occupied by a middle-aged lady who cannot be evicted by virtue of a collectors office that chooses not to move her and some "kindly" soul who has got a court stay on evicting her. Were she just another homeless person, no one would have really minded. But this lady is rich! No one knows the seemingly unlimited sources of her income but she buys gallons of milk each day to feed large nos. of strays. For people near the garden at feeding time, the road is virtually closed as the hungry strays circle around like hounds. And there was a tragedy waiting to happen. A wandering boy from a nearby slum was the victim of a dog attack. But that hasnt moved the collector or the court and the lady continues her feeding. I hope Mint will be able to do a follow up on this to find out why the Collector and the Court are not concerned with the larger public interest and why a tax man has not come around to find out just how this lady makes her money !
