For a British foreign secretary, David Miliband is remarkably ill-informed. Worse, his lack of tact and diplomatic skills is parlous for a man in his position.

His recent trip to India was a failure by any measure. He misbehaved with external affairs minister Pranab Mukherjee and Prime Minister Manmohan Singh. But that was the least of it. He lectured both men that India needed to “resolve” the Kashmir “dispute” if terrorism in the region is to abate. His article in The Guardian left nothing in doubt.

What he ignored was the complicated history of the problem, with its origins in the British colonial era; the role of Pakistan in fomenting terrorism and its plain desperation to wrest the state from India; the successful conduct of elections in Jammu and Kashmir (J&K) and the voting record of the people there. He also ignored the steady flow of Britain’s Muslim citizens to Pakistan’s lawless areas, something that contributes more to terrorism in Afghanistan than the alleged dispute in J&K.

What explains his arguments?

As always, Britain has taken a cue on what to do from the US.

Barack Obama’s argument about the cause of the Afghan problem lying in Kashmir was sufficient for someone of Miliband’s intelligence. Enough at least to come and lecture the leaders of a country that has battled terrorism in its northernmost state for 22 years now.

There is also a link to the personal fortunes of the British foreign secretary, who has ambitions greater than what circumstances permit now. Miliband’s ambition to become prime minister is no secret. In this venture, he can scarce afford to displease his American masters.

If Obama says Kashmir is a problem, then so be it. But then, he should realize that diplomacy and personal interests are two very different matters.

Miliband’s misadventure in India is unlikely to have any lasting impact on relations between India and his country; it will, however, leave a bad taste for some time to come.

This, however, should be an occasion for New Delhi to pause before it continues with breast-beating about terrorism to other countries. Waging a war against terrorism and countries that sponsor it is India’s problem. Why should any country come to India’s aid? A diplomatic offensive against Pakistan is one thing, but getting insulted by an ignoramus is another matter altogether.

Misinformed and misbehaved!

Re: Subodh Said:

In my opinion, the kashmir issue is not the only-factor responsible for the terrorism in India or this region. It's only the way responsible to make people, especially pak people ill-informed about India's view of non-religious nation. Pak claims that kashmir is muslim majority state, and a/c to agreement-made it should come in pak territory. However, the kashmir state was lied under indian territory. Also as India quotes that it's not a religion-specific country, kashmir issue really gets complicated. Keeping these complications in mind, any person can look-like misinformed. However, kashmir issue is not the only cause for terrorism its just the pak's 'weapon' to keep their people urged about India and making their people's view negative about india and its policies. Also an important pt. that as early as this issue gets resolved, it would be good for both nations as it would be impossible to resolve it later. For this reference, i feel that miliband was not enough wrong proposing need for resolving the issue. However, personally i think there was no need to make another specific country for muslims. Is muslims r not living in india? The main ACCUSED was the person who proposed to make another country for muslims 'Pakistan'. Now all of us know how successful is the 'project', dissolving poison in the society. Pakistan is now on a state of being called an unsuccessful nation. This not only harasses pakistan, but also India, on behalf of being their counterparts.

It is fashionable for new administration to be ignorant of reality of situations. President Clinton learned it hard way when it imposed restriction only to be cheer leader for India. Miliband and New rice of Obama's team are unfortunate and will leave bad taste in India.

If terrorism in India is India's problem alone then the western powers should stop lecturing India on how to deal with Pakistan. US and western nations are hypocritical in nature. India should unilaterally do what Israel does with support from US to Palestine. Western world and the US are inextricably linked to Pakistan's fortune and pakistan's role in Afghan Taliban. That is the primary reason India is not able to act since behind the scenes Miliband like moronic diplomats keep India in check. That is not to say that India's weak prime minister with any political will is faultless. Manmohan Singh lacks vision.

The gracious way of describing Miliband's faux pas in India is that he meant well. Besides that, if such an active mind as Obama could be misinformed about Kashmir, how can you fault Miliband? Pakistan has successfully insinuated Kashmir in the world's mind as the problem at the heart of its relationship with India. This is going to dissipate now that it's becoming clear what a rogue nation Pakistan has been. But it will take time. In the meanwhile, the Milibands of the world will keep making gaffes about Kashmir and India and Pakistan.

Miliband seems demented to me. Regarding India pressing other countries, I think it is a good diplomatic strategy because if this does not work, India will finally resort to some kind of military action. At that time, India could say to the world - "hey, we gave all the evidence, we gave you supposed responsible countries of world to take care of Pakistan. Since, you did not do much, we have to handle it ourselves, so please don't tell us now what we should or should not do".

He can resolve this issue far more easy at his capacity, as a representative of ruling party. Give UK resident visas to all those aggrieved parties from Kashmir, and his pet country Pakistan, so that we Indians would be out of this menace and he will be running around in his country for finding bunkers to save himself and his countrymen from these terorrists/perpetrators as he already experienced in the last London bombings.

That's like saying that England should resolve it's dispute with Al Qaeda so that there won't be any more terror attacks like the 07/11 bomb blasts in London. England should do that by giving Islamic hardliners everything they have been asking for - give up support for Israel, let Iran have it's nuclear weapons, turn Salman Rushdie in... Come on Mr. Miliband, since you're in such a hurry to resolve this crisis, why don't you lead by example?, as you've been doing so well these past eight years.

David Miliband has no diplomatic skill to be a foreien secretary of UK. There are many other good leaders out there. UK prime minister should take a note of Indian displeasure and remove Miliband from his foreign secretary post. UK can not afford to lose the Indian ties. Secondly, Miliband does not know how to behave with the prime minister of a largest democracy on the earth. And with senior foreign minster as well. He thinks that Indians will listen to his stupid utterances. He should no longer occupy the foreign secretary post for the UK's interest, else many many gaffes he is going to utter in the coming years. UK prime minister must remove Miliband from his post or at least move him to some domestic ministry.

Milliband was absolutely right to point out the human rights abuses that India is in breach of over the past 50 years or so. Do people even know that currently India is in breach of several UN resolutions in Kashmir? India simply brushed his comments aside suggesting that the chapter is closed, how naive, do they not realise that the root cause of a problem should be looked at. Otherwise they will just carry on fuelling extremism. The Kashmiri people should be allowed to vote and have their own government, an independent state is one solution.

people like u..are yet another fuelling ingredient for the problem of kashmir...always pitching ur feeble voice for separting Kashmir feom INDIA....infact..I believe that there is no problem at all in kashmir....bt unfortunately..there are some insiders who always have a ready made solution for each problem...separate the land...from INDIA.....and it is to these type of ppl INDIA shud teach a lesson...

Indians are living in cloud cuckoo land if you do not believe Kashmir is an issue. If it is not an issue, why is it one of the most heavily militarised zones in the world? Where the shoot on sight curfews in the Summer of 2008 a figment of the imagination? Hundreds of thousands took to the streets to protest and proclaim a wish for freedom. Ignoring the above does not mean that this situation does not exist. Wake up. Kashmiri's have participated in elections and been let down time and time again by corrupt self-seeking self aggrandisising politicians more interested in their own ticket to power than the people. India doesn't need to spend so much money keeping this issue alive. It's delusional to think that if you keep insisting it is internal, the Kashmiri's do not have a grievance. Wake up.

With regards to mis-behaving, he cannot match Indian politicians, remember the remark by a communist leader calling President George W. Bush the leader of a "pack of killers"? Some analysts have suggested he was courting his own political constituency, well is that any different from the Indian politicians' reasons for criticising Israel? What goes around, comes around.

If Mr Miliband comes to India again the country should shut all the airports with the excuse there is a military exercise on and have him fly around Indian skies for a few hours before being allowed to land on Indian soil. In the time of the Soviet Union the Soviets used this technique for unwanted guests.
