New Delhi: The government’s review of a report on the scam at Satyam Computer Services Ltd has found the company did not disclose its headcount to the Registrar of Companies (RoC) from 2003 onwards. In effect, Satyam violated a mandatory requirement of annual filings of staff count with the RoC.

The review by the ministry of corporate affairs of a report by its Serious Frauds Investigation Office also confirmed that Satyam filed incomplete balance sheets for at least two fiscal years—2007 and 2008—in violation of the Companies Act. The review was seen by CNBC-TV18.
