New Delhi: Teachers in IITs and IIMs may expect fat pay packages, better than their counterparts in universities and colleges, as the government is likely to take the issue of their revised salary to the cabinet this week.

The pay review committee, headed by Prof Goverdhan Mehta, set up for faculty members of central technical institutes like IITs and IIMs had submitted its report to the HRD ministry in February this year.

The government then set up another committee to study the recommendations and make final suggestions on salaries and perks for the teachers of 53 Central Technical Educational Institutions, including IITs and IIMs.

The committee had suggested a better package for these teachers as against the faculty members of universities and colleges.

“A cabinet note has been prepared and the matter may be moved to the cabinet this week,” a top ministry official told the agency.

The Goverdhan Mehta committee will also submit another report on salary package for faculty of AICTE-affiliated institutes.

The committee, which was supposed to submit the report by May end, has been given extension till 30 June.

The committee has addressed the major issue of retention of teachers and attracting more scholars to join teaching and research at these premier institutes.

There are several vacancies in teaching posts in the IITs and IIMs. The posts are lying vacant in view of unavailability of qualified personnel for the job.

However, the government hopes that the problem of teachers’ vacancy would not continue in the long run.

About 50,000 Ph.D scholars are coming out of different institutes every year. But because of the global meltdown and financial crisis, most of these scholars will have take up jobs in the domestic sector, the official said.

The committee recommendations would be of vital importance as the government has decided to expand the technical educational institutions in a big way. The government has decided to set up eight IITs, seven IIMs and 20 IITs across the country. Some of these institutions have already started functioning from last year.

The IITs have made an estimate that they will need about 3,000 teachers in the next 10 years to manage teaching and research activities.

THE news headings like "The pay review committee, set up for faculty members of central technical institutes like IITs and IIMs had submitted its report to the HRD ministry in February this year" come from time to time without any concrete results. The private bus driver keeps the engine of the bus started, moves it a few metres forwards or backwards to give impressions to the passengers inside that the bus that it is just about to move - and this drama goes on for an hour or so till the bus is packed fully. Similarly the MHRD babus throw some news items like the present one from time to time to give an impression that MHRD is just going to declare the scales - This thing going on for last 8 months and may take many more months when the new scales - a very very small improvement over the central govt staff's salary will be out by the time the Technical teachers will be fedup and tired of the undue delay. Politicians are not bothered about the delay now because elections are over. so it is the teachers who may have to wait and wail.

It seems to be a lifetime since we are hearing the big story of Fat pay packages doing the rounds. Its really a sad state of affairs. for the last eight months, every now and then there is a peice of story of how the IITs IIMs will benefit from the hike but neither in these months have there been a declaration from the Govt nor in reality is the hike, as proposed by Mehta, so 'fat'. The Govt. is playing evasive, busy previously in getting votes and now is making great 100 day promises and breaking news. Why cant they prioritize and act fast. The teachers also expect a decent pay hike with the amount of efforts, research they put in these premier institutes. They must be ensured their comfort and continuity. Otherwise, the day is not far when these institutes will face further faculty crunch and quality manpower. Can the Govt act fast and do something worthwhile.

Deepanwita, U have written such a nice blog to read. Why dont you also protest to Kapil sibal , MHRD, Pm and President of India. We the teachers have a weapon with us i.e. our 'PEN' - Do use it at least to protest the humiliation MHRD is inflicting on us. If everybody writes to them we will be able to make 'their' deaf ears to make us heard.

Pl read these blogs from peopole: (1)The information about Pay scales of Technical teachers is highly confidential and a well kept and well guarded secret (from the security point of view of the country) of the Ministry of HRD, Govt of India. That's why no information is 'leaked' to the technical teachers. This is open to a few 'authorised' persons only. Pakistan or China should never know our country's secret that how much India is giving to its technical teachers (2)EVERY ONE SHOULD SEND A MAIL TO KAPIL SIBAL AGAINST THIS DIRTY GAME BEING PLAYED BY THE MHRD OFFICIALS. LET HIM KNOW THAT WE CAN PROTEST IF PUSHED SO MUCH TO THE CORNER. LET HIS MAILBOX BE FLOODED WITH PROTESTS. THE PROBLEM WITH US IS THAT WE EVEN DONT REGISTER OUR PROTEST AND CHOOSE TO SUFFER SILENLY. EVERYONE READING THESE COMMENTS SHOULD HIMSELF SEND A MAIL AND ASK THE OTHERS IN CHAIN ALSO TO DO SO. (3) YOU MAY SEND YOUR PROTEST TO SHRI KAPIL SIBAL , MINISTER HRD, AGAINST THE UNDUE DELAY IN DECLARING THE NEW PAY SCALES FOR TECH TEACHERS AT THE FOLLOWING MAIL ADDRESSES : kapilsibal@hotmail.com ksibal@sansad.nic.in kapil@kapilsibal.com OR hrm@nic.in (4)They are humiliating u because u dont protest. mail sent to MHRD:Sir, The new pay scales for Technical teachers including that of IITs/IIMs have so far not been 'declared' whileas for all the officials in MHRD these were declared on AUGUST 15, 2008.It is rather strange that even after 11 months of that there is no sign of pay scales for technical teachers. The decision on scales for technical teachers after the blueprint available for Central Govt. employees from VI Pay Commission, was not a matter of more than 15 days over and above the VI PC. ( Anybody can see and compare the 6 PC and Mehta committee Reports and make it out !!). The work on the revised pay for tech teachers is going on(?) with such a pace that the snails and loaths are also happy to have an edge over MHRD officials.A strange secracy is maintained over 'what is going on' ( is also doubtful) in the Ministry. Meetings after meetings and committees after commmittees - that may be the progress. In the meanwhile a false 'excuset' of general elections was taken to keep the things in cold bag. (State Govts one after the other and PSUs etc. all were announcing revised pay for their employees but for the technical teachers probably EC would have objected!! - was that a perception of MHRD?) Sir the technical teachers are surprised to see the 'top secracy' being maintained by MHRD about their revised pay - may be a security threat to the country!!, lest Pakistan or China may come to know what India is going to pay to its technical teachers!. Sir, MHRD deserves congratulations and needs commended for not able to do a job in 11 months time which could have been done (if there was a will to do) within 15 days ONLY. These officials should be awarded with 'Padma' awards of various orders to those at various levels!! Sir, I am sure they will come up with 100 excuses and 101 reasons to justify the unprecedented and hitherto unheard delay but fact remains that they were and are only 'sitting' over this issue for reasons best known to them.

So far Engineering College Teachers PAY SCALES have noy been revised.Probably AICTE authorities are busy in sanctioning Engineering Colleges. No time to think of Engg. College Teachers welfare.Atleast MHRD should wake up from deep sleep and give directions to AICTE to revise Engg. College Teachers PAY SCALES at tha earliest. Or give directions to implement UGC PAY BAND with higher Academic grade pay by atleast Rs.5000/-

kindly implement& revise UGC pay scales for engineering college teachers, also keep in mind next 10 yrs there is no revision, hence Asst professor(now lecturer)salary should be around 50000/=,Associate prof -75000/=,professor-90000/= PM gross (incl of pay band). This may infuse great motivation amongst teaching fraternity, otherwise they are least paid qualified workers. The morale will boost, they rededicate wholly to the profession.hope implementation &reply is positive and immediate. thank you

The threat of strike and the unnecessary controversy over payscales vis-a-vis UGC pay scales show the contempt that many of these IIT IIM people have towards the Universities in India and its faculty.

I think that the GOI should not give in to the blackmailing tactics of the IIT IIM faculty. Let them go on strike and show to the entire world that they are most of the people working there are no different from average type of institutes. In any case, the GOI should expect an All India strike by University Teachers if anything more unreasonable than what is already given is provided to IIT IIM faculty.
