Mumbai: State-owned airline Air India that is seeking a bailout package of up to Rs15,000 crore from the government has, for several years now, been paying employees allowances to which they weren’t entitled.

The so-called productivity-linked incentive (PLI) scheme of the airline hasn’t been approved either by Air India’s board or the government, S.K. Chhikara, undersecretary in the ministry of civil aviation wrote in a letter to the airline in late 2008.

Hindustan Times couldn’t immediately ascertain the share of such payments in the airline’s Rs3,000 crore annual wage bill. The PLI scheme was launched in 1996 to prevent the exodus of employees to other airlines. It is applicable to all employees except pilots and cabin crew who earn a flying allowance.

Hindustan Times has reviewed documents that show that the airline ignored the government’s warnings to discontinue the scheme.

The implementation of the PLI scheme also shows several lapses.

For instance, according to the leader of one of the airline’s largest unions, maintenance engineers are entitled to a Rs9,000-a-month incentive for each type of aircraft they maintain.

Some engineers are being paid Rs54,000 for overseeing the maintenance of six types of aircraft, while Air India flies only four types of aircraft. The payments should be recovered from these engineers, added this union leader, who did not wish to be identified for fear of retribution.

A spokesperson for the airline declined details on salaries and suggested Hindustan Times wait for the findings of a committee that is examining wage agreements at Air India.

A rationalization of the scheme which has previously attracted the ire of the Comptroller and Auditor General, the accounting watchdog that audits the government’s finances, could bring down the airline’s wage bill, added the union leader.

The scheme is also in violation of rules governing salaries at state-owned firms.

According to the Department of Public Enterprises, which oversees the functioning of state-owned firms across the country and fixes the remuneration of their employees, allowances should not exceed 50% of the basic pay of any employee.

However, for some employees, the incentive ends up being several times the basic salary, said a senior executive at Air India who did not wish to be identified.

Air India’s 31,000 workers are represented by 14 recognized trade unions and several unrecognized ones. The airline has 210 employees for each of its 147 aircraft and employees one out of every three people working in India’s aviation sector.

Everbody is talking about losses suffered by Air India or Indian Airlines. No one is looking at the root cause of these losses. The whole credit of this goes to our so called "HON'BLE" Minister of Civil Aviation who has literly sold the Airline (specially Indian Airlines) for his vested interests. There are so many things to be looked into:- 1. Orders of new aircrafts given to two companies, i.e. BOEING & AIRBUS-WHY? Just to take commission from both the Companies, i.e. BOEING & AIRBUS. 2. Brand name of Indian Airlines changed to INDIAN when he very much knew that the proposal for merger of erstwhile Air India and erstwhile Indian Airlines was under scrutiny of Cabinet/Parliamentary Committee-WHY? Around 150-200 Crores were spent on the advertising for new brand and all the existing aircrafts were repainted with changed brand name and logo-The whole assignment was given to a Company which is run by Shri Prafful Patel's FATHER IN LAW. 3. Erstwhile Indian Airlines was doing pretty good and trying its hard to overcome losses. But it has been merged with Air India who were really in bad condition and sinking day by day-WHY? Mr. Patel was sure that with the concerted efforts being made by erstwhile Indian Airlines, it will definitely capture its old position of "MARKET LEADER" and a few Airlines, which are being run at his mercy (Policies being formed during his tenure to give benefits to these Private Airlines), such as KINGFISHER or JET AIRWAYS will be closed soon. But still he merged both the Airlines at this crucial time when both the airlines were trying for their survival in this changed civil aviation scenario and tough competition. 4. WHY Mr. Patel made a statement in the year 2006-07 about BOOMING CIVIL AVIATION INDUSTRY IN INDIA and need of arouund 5000 Pilots and 20000 Cabin Crew in INDIA in the coming Time? He has taken a lot of money from Institutes who impart training for Pilot Course and Cabin Crew. After the statement of Minister, many of of Middle Class Families have sent their children to acquire Pilot Licence from abroad after spending 14-20 lakhs rupees, being taken loan on high interest from the banks but when these children have taken the licence there is no job for them. There are an estmated of 4000 candidates with Pilot's licence are sitting idle at home without job. Their families are repaying the loan amount with great difficulty and cursing Minister for this shameful and sinful act of misguiding AAM PUBLIC by making false, fabricated and unthought statement. The Minister has really no right to play with the career and future of 4000 candidates and also ruined these families. I really dont understand why the Congress Supreme Leaders like Mrs. Sonia Gandhi, Mr. Rahul Gandhi and dr. Manmohan Singh have closed their eyes and quitely endorsing the shameful and sinful act of this Minister who had decided from the first day of his Ministryship to ruin Indian Airlines where our former Prime Minister Mr. Rajiv Gandhi has also worked. All people are requested to kindly favour their comments in this regard so that we can make Mrs. Gandhi, Mr. Gandhi & Dr. Singh to open their eyes and intervene to survive the pride of our National Carrier.

are u ready with statistics and proof are u willing to file a petition seeking cbi probe are u willing to file rti application for declaration of assets of minister and his relatives and cabinet secretaries and secretary, civil aviation, all high placed officials of nacil, ia and ai before merger are u willing to crusade for restoration of the glory and trustworthiness and high level of security and confidence in indian airlines and the national airline status it is the taxpayer's money involved in the whole mess and public money held in public trust by the government for the public good wish u take up a pil in supreme court on the issue
