New Delhi: The Central Bureau of Investigation (CBI) on Thursday arrested a senior official of All India Council for Technical Education (AICTE) for allegedly receiving a bribe of Rs5 lakh and filed a case of alleged corruption against its chairman.

CBI said the case was registered against AICTE chairman, R.A. Yadav its adviser H.C. Rai, deputy director Robinder Randhawa and regional officer Sriom Dalal on alleged bribery charges.

A CBI spokesperson said the regional officer of AICTE had demanded money for processing a case of increase in intake of seats of a Faridabad-based engineering college. The owner of the college brought this to the knowledge of the AICTE chairman, the adviser and the deputy director but no action was taken by them and Dalal allegedly continued to harass the owner and forced him to give money, the spokesperson said.

A case was registered against the four under 120-B (criminal conspiracy) and section seven and eight of the Prevention of corruption Act (taking bribe in respect of an official act and influence public servant).

Yadav could not be reached for his reaction.

The CBI also arrested K. Narayan Rao, a member-secretary of AICTE for allegedly accepting a bribe of Rs5 lakh from a person who wanted to open an engineering college in Andhra Pardesh.

Rao was arrested along with his purported middleman S.B. Subba Rao when they were allegedly accepting Rs5 lakh as first instalment from the owner of the engineering college.

These Regulatory agencies are making a mockery of education in India.Every MLA ,MP bribes the AICTE for a engineering/medical college.These colleges so bad that they wont get the accredition on their own merit.

This is really a shame that the apex body for development of technical education across country is indulged in such activities. The whole office of AICTE is working only on bribe. My personal experience is that right from peon to senior officials, everybody is working only when they are bribed. The peon will not let you meet the officials untill they are bribed. The whole functioning of the AICTE is objectionalble and needs to be investigated. People of India also are responsible for this. They want to get the work done even if they have to bribe someone. I highly encourage every Indian should watch the movie "DHOOP" starring Om Puri.

In this context, it would be necessary to investigate other such institutions also, like UGC, MCI, etc. and particularly ICAR, which has arrogated to itself -- without any legislative sanction -- the role of UGC in respect of higher education and research in agriculture. UGC as acquiesced in this illegitimate action.

A paper of your stature must investigate and present news behind the news. The bigger story is who had appointed these people? Who were they collecting this money for? Did the Chairman control these people or Minister's, (Former in this case), men were planted to gather money and the nominated Chairman had limited powers to act. Unless money is found at Mr Yadav's place or his direct involvement is proved, we should not be in a hurry to malign an individual. I have dealt with him in AICTE and found him to one of those rare officials who worked on the basis of merit and who had the courage to take action against some of the most corrupt private institutes and aicte approved colleges. If he his corrupt let the enquiry reveal it with evidence. You should then run a story based on evidence. Building a story maligning individuals based on CBI raids is not enough evidence.

How nation can expect quality in teaching, quality education, if top most officials only act like this. This is a very sad situation for the technical education in India. If every thing happens with money no professionals are required we need only currency printers. at least now the government shall take a strong step and reassess the colleges and bring the quality in education.

Is this the first case for the bribe, based on this earlier approvals should also be verified for its correctness. India is acclaimed for her technical capability but when it comes to higher officials selection on technical education she is blind. The system should be corrected to improve the performance of AICTE as a whole.

AICTE should be renamed as Associates In Corruption and Total Exploitation. This is the most corrupt of the various government agencies. Just visit AICTE approved Engineering and Management colleges and see how they have approved them.

AICTE, State Technical Education and some academicians has taught the businessman how to run the college and make the benefit. They are also showing the flow chart to the founder to run the educational institution by the uneducated people to teach the new generation of the India. If the organisation paid huge money they don't require, infrastructure, quality, etc.

AICTE and UCG should be scrapped and all the corrupt officials working there alongwith their AGENTS should be imprisioned for 10-15 years. They should be treated as criminals. EDUCATION should be privatised and govt should have less interference in education. Let the citizens (learned) of India take the decision. Thanks to Kapil Sibal for taking an initiative to begin the hunt for such crooked and immoral officials of AICTE.
