New Delhi: A uniform goods and services tax (GST) structure would help resolve most of the tax problems faced by the MSME sector, a survey said.

“Introduction of a unified goods and services tax system would resolve most of the tax related challenges the industry faces,” a joint survey of TiEDelhi and Deloitte said.

GST, which is scheduled to be introduced from 1 April 2010, would do away with most of the indirect taxes like excise, service tax at the Centre and VAT in states and will be a move towards a unified indirect tax regime.

The survey also pointed that entrepreneurs who want to set up micro, small and medium enterprises (MSME) often do not meet eligibility criteria to avail loans and most of them resort to self-financing.

“Start ups and small businesses have very few options when it comes to raising capital,” it said adding government initiatives take time to reach grass-root levels.

The survey said entrepreneurs have to go through time consuming processes to obtain various approvals and permits.

There are about 2.6 crore MSME units in the country employing about 7 crore people.

While Deloitte is a global research firm, TiEDelhi is a promoter entrepreneurship through advice and guidance.

It is difficult to appreciate the results of the survey objectively in the absence of details such as the questions in the questionnaire used, sampling procedure and the analysis of the responses.Were the respondents aware that a significant decision is about to be taken by some political entrepreneurs otherwise than on the basis of cooperation borne out of reciprocity and merely on promise of compensation? Were they informed that evolution of such cooperation is envsaged by the Constitution in a forum to be formally established in terms of the provisions contained in Article 263 of the Constitution and such a forum has not been established evn though it was recommended by the Matthai Commission as earky as in 1954? Were they made aware that prior investigations, including surveys of the type got done by Jha Committee in 1978, would have preceded the recommendations of the forum established in terms of Article 263?
