Earlier this year, the Comptroller and Auditor General (CAG) produced a report that evaluated the progress of Delhi’s preparation for the 2010 Commonwealth Games.

Three sections of the report focused on the three broadest construction projects—infrastructure, stadia and accommodation—classifying projects into high-, medium- and low-risk, depending on how close they were to completion.

In the report, a project stamped in red was branded high-risk; in yellow, medium-risk; in green, low-risk. Put together graphically, the various projects seethe in a mass of red and yellow, and alarmingly little green is visible, with less than a year to go before the Games begin.
