Good comment, here's my suggestion considering recent developments in Bombay:-
All the metropolitan cities in addition to the existing capital of states should be made Union territory and jobs in police banks, gov and semi-gov jobs like in BEST, BMC in Mumbai should be employed with people from all ethnic backgrounds,languages and religion. this will make communities feel that they are respected, feel secure and in a long run, fight this menace of Internal terrorism, which in turn effectively fight external terrorism.
This is the only way to preserve cosmopolitan way of life in metro cities like Bombay.
