I am not sure if anybody in power could have prevented what happened in Mumbai since there was systemic failure and lets not forget that parliament was attacked when the current opposition party was in power. So lets not throw stones at anybody but work towards evolving a solution. I think one of the fundamental reasons (in my humble opinion) why we dont progress is the ability to talk but not do anything and politicize everything we come across. I just hope that the same IAS officer who wrote this article is not abusing the system ( as most of his/her Kin do), I am sure he/she is as much responsible for the failure as the current government is since he/she fails to realize that they are part of the Indian Administrative service which is part of the Govt Of India. So, lets chill and not throw stones or spit on oneself and get to work and evolve a solution ... cheers
