Infosys to set up BPO unit for Income-tax Department may be a good news for Infosys but there is no hope that it will bring some relief for the ITOs. But what will happen to the secrecy provisions of the Income-tax Act. Now-a-days any information provided in the Return of Income by a tax payer is kept secret. Even officers working in the Income-tax Department have to give in writing to the Income-tax Officer concerned to see the records. So much secrecy is being maintained by the Income-tax Department. The point is why any work of Income-tax Department is being allotted to Infosys? Already the Income-tax Department is attending to that work which is to be done by the BPO. It is well known that there is shortage of staff and there has been no recruitment. Every year people are retiring but there is no fresh recruitment at all. It is said that refunds will be issued within three months if there is BPO. But even today refunds are being issued within three months by the Income-tax Officers and their members of the staff except some delay in a few cases due to the computer generated problems? Why not the CBDT trust its own officers or issuing refunds only through BPO to be set up by Infosys will bring efficiency in the Department? Why not the CBDT solves the real problem of the Income-tax Department by recruiting more ministerial staff- inspectors, Tax Assistants etc. So far as the argument that tax officers will have ample spare time to finish scrutiny of cases in a better way is unfounded because the time limit has already been reduced by the Government. Earlier Income-tax Officers used to complete the scrutiny of cases by 31st of March of every year while now it has been reduced to 31 December making a hell for Officers and CAs and Advocates on the other hand. In other words there is now left no time for scrutiny. Due to shortage of staff, even experienced Officers are not afraid of handling scrutiny circles and wards.
