These affidavits function as summaries of candidates’ criminal records as well as disclosures of their assets and are intended to give voters information they need before they enter the polling booths

The most important mandated duty of the EC is to bark at certain parties that have been branded as "communal". Enforcing the law regarding elections and the rules, code of conduct etc. is not necessary, and is probably deemed to be undesirable as far as the parties certified as "secular" are concerned.
