People attribute good results to themselves and bad results to external factors including top management

I think its a lot got to do with another theory 'if you throw peanuts you only attract monkeys'. Most organisations in their race to get cheaper resources often compromise on quality they hire & training they impart to groom the staff for their roles. The resultant outcome is evident.So while I agree partly that the theory of attribution is at play in instances like these, it is also got to do with as you sow so you reap.
