Experts say the low voter turnout in the city reflects an increasing trend across India, where the urban middle class and rich do not vote because they feel an election does not affect their daily lives.

Mr. Ramanathan is correct. With spectacular Bangalore has experienced in the last decade, there has been constant movement of people into and out of the city.
This time there has been a greater awareness among voters in Bangalore -- particularly after the experiencing two unstable, dysfunctional coalition governments.
