China leaves India trailing in research
Between 1996 and 2006, China registered a 20.74% growth rate in published research, while India’s growth rate was just 7.02%

1. I was at Office of Naval Research, not Naval Research Laboratory. 2. As my report (and subsequent papers-see Technological Forecasting and Social Change, November 2007, for four papers summarizing and updating the China and India reports) showed, in 1980, India published 14 times the number of technical papers as China. By 1995, they were about even. By 2005, China outpublished India by about a factor of three. That is a factor of 40 relative increase over 25 years! I also showed that China's growth rate in the highest quality journals outpaced its overall average growth rate. Thus, China increased both quantity and quality with respect to India, despite the huge language barrier (of having to learn English) not faced by Indian researchers. 3. In the Engineering Compendex, a very applied research and technology database that has much foreign representation, India's publications grew by 5.5 from 1980 to 2007 (2587 to 13896), while China's publications grew by over 300 from 1980 to 2007 (354 to 119411). For a number of reasons that I describe in my latest paper on China, Web of Science is actually quite conservative in showing China's publication growth. The above Engineering Compendex results are only one example of that. When databases other than the Web of Science are taken into account, I suspect india's situation vis-a-vis China is actually worse than my report concluded. Dr. Ronald N. Kostoff
