Bite, fight and property rights
Those who feed and pamper the dogs while benefiting from wagging tails and warm cuddles are not held responsible for the nuisance dogs inflict on other citizens

Dear Sir/Madam, Your idea is novel but simply cannot be implemented in a city/nation like ours. It has taken the BMC since 1934 to renovate its ONLY Veterinary CLinic situated in Khar. A mere sum of Rs 40 lakhs has made headlines in today's papers. Isnt this sad? Let a The problem of stray dogs is like fever when you have a bad throat - the fever is a symptom and the bad throat is the problem. You are suggesting we tackle the fever, rather than the root cause. Cities like Mumbai have grown out of proportion very fast both in population and income BUT not in size. Vast open spaces have been engulfed in the name of development. Our 'civic authorities' have been undeperforming for decades now -garbage cleaning is slow, proliferation of slums is at an insane high and our city is a breeding ground for any and all who wish to inhabitate it. Next you might suggest we start privatising beggars on our streets who far outnumber the dogs in number and cause more crime and disease than their 4 legged counterparts. WHat is sad is that you have FAILED to recognize the unflailing efforts of NGO's who with minimum support frm the Govt have been working towards decreasing this menace through 'humane' methods such as sterilisation and immunisation. Can the Govt begin to wake up and allot more space and amenities to such organisations for their work? It might remedy the situation. Also create Groups in every area who like dogs and wish to feed them and educate them and the public on living in harmony with one another. We have inherited a legacy from our ancestors - of tolerance and of great understanding. Let us extend this and de-mythify people especially in urban areas. There are millions of animal loving individuals who would like to see an amicable solution to this issue. Fining/penalising a small group is unfair and will only create more rancour and anger in the hearts and minds of people towards our 4 legged friends and those who supoprt this cause.
