New Delhi: The Government on Friday issued a request for proposal (RFP) from companies interested in conducting electronic auction for the so-called 3G or third generation mobile services in the country. The firms that successfully qualify will be appointed as electronic agency on 6 October, for conducting a simultaneous ascending e-auction. After this, the department of telecommunications (DoT) will invite telecom firms interested in providing 3G services in the country, to place their bid on a date on which the e-auction is to be conducted, by the designated agency.
In its RFP notification, the DoT has said that the firms interested in being appointed as an e-auction agency will have to submit their covering letter, technical and financial bids on 25 September. While the covering letter would be opened on the same day, the government will declare the eligible bidder the next day – 26 September. The eligible bidders are required to make a presentation before an DoT evaluation committee on 29 September. The finalisation and declaration of technical bids will be on 1 October, to be followed by the opening of financial bids on 3 October. The bids are to be finalised by 6 October.
Interestingly, the RFP document says that even a consortium or a group of companies shall be permitted to submit the bids. Likewise, the same agency will also be responsible for auctioning of Broadband Wireless Access or BWA services.
The e-auction agency will be entrusted with auctioning of 2.1GHZ band and 800Mhz for EVDO services; and also spectrum blocks in 2.3 and 2.5GHz bands for BWA services.
