It is always desirable to learn the language of a city one moves to, but forcing migrants to sit for a local language test is a bit much. Yet, that’s the rule the Kannada Development Authority (KDA) wants the state to enforce and, going by initial noises made by the state’s chief minister (presumably in Kannada), it’s a rule that could well be enforced.

KDA’s rationale is that migrants benefit from the state in many ways and should learn the local language and culture (who knows, it may even require them to eat ragi balls once a week). That line of thinking ignores the extent to which migrants enrich a state, although, in Karnataka’s case, it does amplify a long-standing grouse of the non-IT Kannadiga crowd about the non-Kannadiga IT one.

Extending the logic of KDA, though, can we introduce a test on the Indian Constitution for legislators? And put the worthies at KDA through a Rorschach test?
