As the world gets ready for a new round of climate talks at Bonn beginning Monday, the emphasis is shifting to more “practical" options instead of one comprehensive treaty.
To give one example, the World Bank is exploring a levy on jet and shipping fuel that will be coordinated globally, but collected nationally.
Money collected could be used for creating a climate change fund to help poor developing countries.
The proposal is worth exploring and is a “doable" exercise, one that can be negotiated much more speedily compared to an umbrella treaty. It would also help give much-needed relief to countries threatened by global warming.
A piecemeal approach to stitch up deals that adds up to something substantial is much less complex than hunting for an overarching framework. It is time it became the guiding principle for climate change negotiations.
