New Delhi: The Department of Telecom (DoT) will soon conduct a test in south India to assess the possibility of allowing a single company to offer mobile services based on both GSM and CDMA based technologies.

In the wake of the Anil Ambani company Reliance Communications seeking to offer both GSM and CDMA mobile services under a single service licence, DoT is exploring if this is at all possible technologically.

Official sources said the idea behind the test is if a mobile company is allowed to use both the technologies, what is the extent of interference, what filters should be used to prevent such mixing of bands of spectrum on interference and to what extent should much radio waves be wasted in the process.

Regulator TRAI is to bring out its recommendations this week on th issue along with a host of other licensing issues.

DoT’s field test results are independent of TRAI recommendations in this regard. Aspirant companies cite the technology neutrality clause of Unified Access Licence (UASL) as a factor that enables them to offer both the services.

But in DoT’s view, UASL holder can offer wireless and wireline services. Though on wireless, the operator has to chase only one proven technology of his choice and once the technology is chosen, the company has to stick to that because a particular band of spectrum has been given to it.

The other view has been if CDMA operators offer GSM-based mobile services on the same licence it will enable them to hold a large chunk of spectrum leading to market dominance.
