Kolkata: Telecom Regulatory Authority of India is in favour of auctioning spectrum for third generation (3G) services for transparent, honest and credible deals.

“We have said very clearly that any spectrum beyond 1800 MHz should be offered through auction for credible, transparent and honest deals," Nripendra Misra, chairman, Trai said.

“It is high time to adopt 3G for its flexibility. Moreover, 3G spectrum allocation should not be seen as licences. It is a certain band which can be used for triple play and if not adopted then it may be seen as promoting any particular technology over other," he said.

TRAI also said 3G should be restricted to existing telecom players as it would upgrade services and not for starting new service.

Misra felt that there should not be any delay from the government to allot the 3G spectrum as we are already late and it would take another eight to 10 months to roll-out services.

TRAI has published a paper for speedy allocation of radio spectrum for 3G and WiMAX services in the country.

The regulator reports that the government announced Broadband Policy in 2004 observed that the growth of broadband in the country is slow and below expected level. Spectrum for 3G and WiMAX should be made available at the earliest to boost the deployment of broadband using these technologies.

Misra hoped that price of bandwidth should come down once re-sale of bandwidth was allowed.

Meanwhile, TRAI may review demand to change the pulse rate from minute to second to overcome cost to consumer for drop calls.
