Global retail chains, such as Carrefour, are stepping up their plans for India; Wal-Mart and Metro have found ways to enter the country under existing policies. Meanwhile, large domestic players, such as Bharti, Reliance and Aditya Birla Group, are moving ahead as well.
What, then, was the purpose behind the PM’s Office seeking a detailed study after Sonia Gandhi expressed concern about the fate of unorganized retail? That study was commissioned in February to Icrier, which outsourced the field work in March. Presumably, the aim was to see if the existing retail policy needed any modification.
So, what exactly is Icrier doing with the now-finished report? If big companies are making big bets based on existing rules, isn’t it high time the Icrier study is made public so any policy U-turns stemming from the findings can be quickly made after a meaningful debate?
