Russia made a winning move recently when it postponed completion of the billion-dollar nuclear reactor it has been constructing near the Iranian city of Bushehr. Work will stop until Iran agrees to suspend uranium enrichment, as required by the UN Security Council. This decision contributes significantly to the cause of nuclear weapons non-proliferation. The Kremlin’s willingness to use its leverage over Tehran can also enhance the effectiveness of the International Atomic Energy Agency, bolster cooperation among Security Council members, and improve President Vladimir Putin’s fraying relations with the West.
