Now that the Union government has notified rules under the civil nuclear liability law, this should end the fear among suppliers of nuclear equipment about unending and unlimited liability in case of a nuclear accident.

It is time the government quickly moved to clear roadblocks—legal and other—and start building nuclear plants. India’s looming energy crisis permits no other course. Unless, of course, environmentalists manage to get everyone to revert to a pristine agricultural condition.
Some elements of that crisis are at hand: the fluctuation in coal supplies and global prices of petroleum products will ensure that planned development of power plants and other energy systems will only get more difficult in the months and years ahead. This is the best time to invest in the one source of power that can bypass these problems and deliver reliable power.
