The issue of which service providers get the all-important radio spectrum will likely get murkier because of the government’s lack of transparency about the list of applicants for telecom licences; more so, if Trai’s suggestion of first-come-first-served for the allocation process is implemented.
If what should have been already in the public domain is not placed there promptly, speculation about the process being prone to abuse will only get fuelled. Given the ambiguity in how a position is fixed if, say, more eligible parties file on the same date for the same circle than can be accommodated, there could be a “subtle tussle" for being promoted up the line. There’s also reason to believe that some major players may be filing through surrogates to beat the ration queue system.
Meanwhile, such information gets leaked anyway; that this may be for those who pay a “premium" is another reason why such lists don’t need to be kept confidential in the first place.
