The House of Representatives accomplished a minor miracle in mustering a quorum for the special session called by (Philippines) President Gloria Macapagal-Arroyo. (It) is pleased with the passage of the antiterrorism bill—officially the “Human Security Act of 2007”. The bill concentrates...more on punishing those who cause “widespread and extraordinary fear and panic...in order to coerce the government to give in to an unlawful demand.”...A government with a track record of confusing political opposition with opposition to the state, fiscalizing with treason, criticism with subversion...does not deserve to be judge, jury and executioner in cases that don’t even have tangible results. (The bill) has made fear so legally fearful, in a sense, that its results can only be the shrinking of our democratic space.
