The kidnapping of a district collector in Orissa shows the hollow claims of “development" in the development versus law and order debate.
The officer, R. Vineel Krishna, is a civil servant with a conscience. His work with the poor and the downtrodden has led to those whom he served protesting against his abduction by the Maoists. He was kidnapped from a remote area of Malkangiri, the district where he worked. Today, as if on cue, a Maoist—one Ganti Prasadam, who has more than 100 cases against him and is currently in jail—has said he wants to participate in negotiations for Krishna’s release from a “Maoist point of view".
