Repeat ordinance

A prolonged delay in the new land law will convey an impression of deadlock, something that the government should avoid at all costs

The Modi government’s will to stay a consistent course on amending the 2013 land acquisition law is understandable.

Late last week, the government cleared the ordinance on the land law for a third time. Reports suggest that President Pranab Mukherjee has given his assent to the ordinance.

The ordinance could not be converted into a law because of stubborn resistance by opposition parties in the Rajya Sabha.

While the ordinance should leave no one in doubt about the government’s intention, it is important for the government to seek a legislative resolution to the problem. There may not be an easy way to do that. At the moment a parliamentary committee is seized of the matter. But given the current climate of obstruction in Parliament, the path ahead is not clear.

One thing is for sure though, a prolonged delay will convey an impression of deadlock, something that the government should avoid at all costs, if only to avoid damage to investor confidence.
