Citigroup Inc., Blackstone Group Holdings LP and two Indian finance companies have signed an agreement to start a $5 billion infrastructure fund.

The fund will aim to improve the country’s roads, ports and other facilities, the Indian finance ministry said in an e- mailed release today.
