Narendra Modi rolls out new governance model

President Pranab Mukherjee says new govt will focus on e-governance for transparency, efficiency and accountability

New Delhi: Prime Minister Narendra Modi, who led the Bharatiya Janata Party (BJP) to power riding on the promises of good governance and development, laid out a blueprint for a new governance paradigm that focuses on transparency, accountability and efficiency.

President Pranab Mukherjee, who addressed the joint session of Parliament for the first time after the 16th Lok Sabha was constituted, said the government would embrace digitization of records and leverage technology. Pointing out that e-governance brings empowerment, equity and efficiency, Mukherjee said the newly-elected government will use the tool to improve service delivery and programme implementation.

The speech also included goals which were part of the election manifesto of the BJP, including the creation of a transparent system and time-bound delivery of government services.

Modi, who has successfully used social media and its reach to get a clear mandate for his government, will continue to use it for participative governance, directly engaging the people in policy making and administration.

To fight corruption, the government will evolve rules that are in sync with the existing anti-graft Lokpal Bill, Mukherjee said. “My government is committed to providing a clean and efficient administration focused on delivery. The institution of Lokpal is important to curb corruption and my government will endeavour to formulate rules in conformity with the Act."

Mukherjee promised the new government will ensure that every family had a good home with uninterrupted power supply by 2022. The speech contained promises to eliminate obsolete laws, regulations, rationalisation and convergence of ministries and departments and digitization of government records. It will provide wi-fi zones in public areas within five years, roll out broadband highway to reach every village and make schools e-enabled.

It will urgently seek to develop state-specific development models and initiate a special effort to see that Kashmiri Pandits, who have fled the trouble-hit region of Jammu and Kashmir, return to the land of their ancestors with full dignity and security.

But the opposition was not impressed. The Congress said the government failed to come out with any concrete plan.

“They are not focused particularly on the governance and creation of jobs and also on the issue of containing inflation. People were expecting and looking forward. But you don’t find any concrete plans. There is no concrete road map," Congress leader M. Veerappa Moily said. “How are they going to achieve that?"

Balveer Arora, chairman of the Centre for Multi-level Federalism, a New Delhi-based think-tank, had a word of caution. “Too much reliance on electronic media will be cutting away the human contact, which Modi has successfully built during his campaign. It creates distance between the governing people and the governed."

Arora, however, disagreed with the opposition. “It’s a statement of intent," he said.

“We should give time to the government to transform this into delivery."
