Panel aims 9.5% growth for 12th Plan

Prime Minister Manmohan Singh addressed the full Planning Commission on Thursday. The meeting was held to prepare a road map for the 12th Five-year Plan, which will start on 1 April 2012. Some of the major areas discussed include the following:
•Projected growth rate of 9-9.5% for the 12th Plan. 11th Plan (2007-12) expected to have a growth rate of 8.2%.
•Objectives of FRBM (Fiscal Responsibility and Budget Management) targets to be adhered to. A working group under Kaushik Basu, chief economic advisor to the finance ministry, will work on that
•Central plan allocation in the 12th Plan weighted in favour of health, education, watershed development, rural development, etc
•A review of ground water policy and devising concrete policies to avoid depletion of water table. Creation of state-level water regulatory authorities
•Poverty as estimated by Abhijit Sen, member, Planning Commission, at 32% for 2009-10 to be backed by the Plan panel after detailed study.
• Restructuring of certain centrally sponsored schemes such as Accelerated Irrigation Benefit Programme for major and medium water projects. Making the new programme more targeted.
•Setting a target of 4% growth in the agriculture sector. Performance in the 11th Plan low at 3% against a target of 4%.
