Yesterday, the Sri Lankan Army announced the end of Eelam War IV, a sustained military offensive that has defeated the LTTE and regained the territory under its control.
Most importantly, the Army announced the death of Velupillai Prabhakaran, the head of the LTTE.
So what does this now mean for Sri Lanka, and for the Tamil refugees in both India and Sri Lanka? What kind of political settlement will it take to ensure a more peaceful future for Sri Lanka?

Dr. Saravanamuttu is the executive director of Sri Lanka’s Centre for Policy Alternatives, an independent public policy institute. He is also a member of the board of the Sri Lankan chapter of Transparency International, and he has participated in numerous international conferences on governance and security issues.
