Siliguri (West Bengal): The Federation of Chambers of Commerce and Industry (FOCIN), North Bengal , in a pre-budget memorandum urged the finance minister to simplify Income Tax rules and forms.
In the memorandum, FOCIN general secretary Biswajit Das said the old Income Tax Return (ITR) forms were substituted by ITR I to VIII. Forms IV to VI, made compulsory for e-filling, are complicated and cumbersome. Again ITR VI and VII were very lengthy and not friendly to small businessmen.
The Commissioner, Income Tax, Banani Ghose told PTI total tax collections in Siliguri up to 17 February in the current fiscal were only Rs9 crore against Rs50 crore last financial year.
She blamed shortage of staff for the poor collection figures.
Ghose said the number of staff and officers was on the decline in Siliguri, since there was no replacement after retirement for the last few years. At the moment, staff and officer shortage was nearly 25%. Forms were also not readily available.
However, she said, despite all limitations she was trying her best to create an environment of mutual trust and respect between taxpayers and the department staff, and hoped this would improve collections.
