The agenda in focus

Union budgets give a blueprint of the agenda for the government of the day. Finance ministers in the past have often used their budget speeches to make a political point. An election in the near future always adds more popular programmes to budgets. Often the expenditure programme is the best indicator of a government’s preferred constituency.
