UNSC nuclear resolution “lacks teeth”

New Delhi: Yesterday, the United Nations Security Council passed a resolution on nuclear non-proliferation, in a session chaired by US President, Barack Obama. The resolution asks all countries to sign the Nuclear Non-Proliferation Treaty (NPT) and calls for nations to disarm, stop the spread of nuclear weapons and reduce the risk of nuclear terrorism.

India reacted strongly to the resolution, stating it would not sign the NPT, as nuclear weapons are an integral part of its national security program pending global nuclear disarmament. It called for intermediary measures such as a global no first use agreement and a convention to prohibit the use of nuclear weapons.

According to Brahma Chellaney, Professor of Strategic Studies at the New Delhi based Centre for Policy Research, India can afford to ignore the resolution as it “lacks teeth" and “won’t materially change the global picture."

Chellaney emphasizes that the bigger issue for India lies in the implications of its nuclear deal with the US. He states that nonprofessional conditions within the deal are slowly coercing India into adhering to the terms and conditions laid down under the NPT regime without actually being a formal signatory to the agreement.
