The first Budget session of the second term of the Congress-led United Progressive Alliance government ended on Friday amid accusations from various quarters that the government had been “ineffective" and had failed to push forward its legislative agenda. Data compiled by PRS Legislative Research, a New Delhi-based independent research organization, shows this session saw the passage of only three Bills (other than the Finance and appropriation Bills), though there was no loss in terms of number of sittings with both the Lok Sabha and Rajya Sabha matching up to the plan of 26 sittings each.

Meanwhile, the time spent on debating the Budget in this session was 81.20 hours, the highest in at least 15 years. Data on performance of first-time members of Parliament, or MPs, shows their participation was lower than the average, as was that of young MPs and women MPs.

About 76% of all MPs participated in debates. Among first-term MPs, participation was 73%, while it was 62% for young MPs and 67% for women MPs. In terms of the average number of debates per MP, the Samajwadi Party topped with an average of 3.77 debates per MP.
