New Delhi: Minister for urban development Venkaiah Naidu hopes to finalize the concept of smart cities and take it to the cabinet by November.

“We are in the advanced stage of finalization of the concept of smart cities," he said on the sidelines of a real estate summit on Wednesday.

The process of identifying 100 smart cities in consultation with states will start from January. “We have to first identify the cities, then the local municipal corporation has to approve the reforms agenda. They have to give their approval that they are willing to participate in the smart city concept. The state governments must also stand by them. Then prepare a detailed project report and then move forward," Naidu added.

Through the smart city project, the government aims at building the capacity of urban local bodies to achieve the goal of urban transformation.

In September, the ministry of urban development had released a draft concept paper on the smart cities project. They also held a conclave to discuss the smart cities project with all the states and Union territories. The concept has also been discussed with various other stakeholders.

The majority of activities in the smart cities project will be taken up under the PPP model or through private funding. “Interaction with a number of private parties who are interested in this project is also going on," said Naidu.

Finance minister Arun Jaitley had announced a budget of Rs7,060 crore to develop 100 smart cities.

According to the draft concept paper, the 100 cities will include all state capitals and Union territories. They will also comprise 44 cities in the population range of 1-4million people, nine satellite cities with a population of 4 million or more, 10 cities that are of religious and tourist importance and 20 cities in the 0.5 to 1 million population range.
