Cauvery dispute: Centre sets up technical panel to resolve the crisis

A high-level technical team has been constituted by the Union water resources ministry to visit the Cauvery river basin areas and assess the ground situation in Karnataka and Tamil Nadu.

The team will meet in Bengaluru on Friday ahead of its visit to the Cauvery basin. It will prepare a report that will be submitted to the Supreme Court on 17 October, the water ministry said on Wednesday.

The decision to constitute a technical committee comes a day after the Supreme Court directed Karnataka to release 2,000 cusecs of water daily from 7 to 18 October.

At the receiving end of at least five unfavourable verdicts, on 5,12, 20, 27 and 30 September, Karnataka has maintained that it is facing a severe water shortage due to deficient rains.

On Tuesday, the Supreme Court put on hold the formation of a Cauvery Management Board (CMB) to resolve the dispute between Karnataka and Tamil Nadu after the centre opposed the proposal. Instead, the court appointed the technical committee.

The technical panel will comprise G.S. Jha, chairman, Central Water Commission (CWC), and the head of the team; S. Masood Husain, member, water planning and projects wing, CWC; R.K. Gupta, chief engineer, Krishna and Godavari Basin Organization, CWC, Hyderabad; chief secretaries or their representatives from Tamil Nadu and Karnataka, as well as one chief engineer each from Tamil Nadu, Karnataka, Kerala and Puducherry.

A meeting convened by the central government on 29 September to help resolve the impasse between Karnataka and Tamil Nadu over the Cauvery issue remained inconclusive. A request by Karnataka to send an expert team to both the states was vetoed by Tamil Nadu’s representatives.

On Monday, the Karnataka assembly passed a unanimous resolution to release water for irrigation to farmers in the state, at least 3,000 cusecs of which will flow to Tamil Nadu.

The Supreme Court had come down heavily on the state government for failing to carry out its earlier orders.

The chief secretaries and other officials of all the four stakeholders will now have to confirm their participation in the meeting.
