Congress writes to President against delayed winter session

Congress has urged President Ram Nath Kovind to direct the government to summon Parliament at the earliest

New Delhi: Raising concerns over an “inordinate delay" in convening the winter session, the Congress has urged President Ram Nath Kovind to direct the Bharatiya Janata Party (BJP)-led central government to summon Parliament at the earliest. The Congress Parliamentary Party in a letter addressed to the President on 21 November, said the winter session of Parliament was being delayed by the government “without ascribing any justification for doing so".

“In the past too, many assembly elections were held when Parliament was in session but no session was deferred on the grounds of state assembly elections," said the letter which was released on Thursday, referring to the upcoming Gujarat assembly elections as a reason for the delay.

“It also undermines the institution of Parliament itself and calls for honourable president’s urgent intervention as the custodian of the Constitution," it added.

The government has maintained that the session will take place in December and that delays in the session have happened in the past too.
