Ministerial panel on Telangana Bill finalizes recommendations
GoM however remained non-committal on when the Bill will be submitted to the Union Cabinet, say sources
New Delhi: The ministerial panel tasked with carving the new state of Telangana out of Andhra Pradesh has finalized its set of recommendations, home minister Sushilkumar Shinde said on late Wednesday evening.
“Some discussions are still left. I cannot say when the GoM (group of ministers) will submit the report to cabinet," Press Trust of India cited Shinde as saying. A person with knowledge of the matter said that the Bill on Telangana is unlikely to come up in Thursday’s cabinet meeting.
This person further added that there will be a river management authority which will have both the chief ministers of Andhra Pradesh and Telangana in it and that Hyderabad will continue to be a joint capital of both states for a period of 10 years. Hyderabad will not enjoy the status of a union territory.
“The centre is not likely to take final decision in any disputed matters; (it would) rather let both chief ministers and governments decide," this person said. He further said that there will be no separate high court in Seemandhra, but that it will have a bench of the Andhra Pradesh high court.
Once the proposal gets the cabinet’s nod, it will go to the President for his assent, following which it will be presented in the Parliament. It could come up in the winter session of Parliament, which commences on 5 December. Telangana will be India’s 29th state when it is formed.
