If there is an overarching aim which underscores most policies of the United Progressive Alliance government, it is inclusion. Inclusion has defied a precise definition. A government panel that studied challenges confronting financial inclusion tried to find a meaning for inclusion by describing exclusion.

Exclusion, in turn, robs people of an opportunity to benefit from economic growth. The charts below bring out the scale of exclusion on the financial front. Finance minister Pranab Mukherjee’s Budget speech on 26 February is likely to reiterate the government’s vision on inclusion and detail ways to enhance its scale. Inclusion, more than any other theme, would define the political economy of the Budget.
