Sasikala jail bribery case: DGP Rao sends legal notice to DIG Roopa

DGP Rao's notice comes weeks after Roopa's internal report sought a probe into allegations that Rs2 crore was paid by former AIADMK general secretary V.K. Sasikala for preferential treatment

Bengaluru: Former Karnataka director general of police (prisons) H.N. Sathyanarayana Rao on Wednesday served a notice on former deputy inspector general (prisons) D. Roopa seeking an apology, failure to tender which would entail legal action.

Rao’s notice comes weeks after Roopa’s internal report sought a probe into allegations that Rs2 crore was paid as bribe by former All India Anna Dravida Munnetra Kazhagam (AIADMK) general secretary V.K. Sasikala for preferential treatment in prison.

“You (D. Roopa) are required to get an apology duly published in all leading newspapers in the next three days, failing which I will be constrained to initiate appropriate legal proceedings both civil and criminal against you to recover damages from you and the same is quantified as Rs50 crore tentatively," Rao said in the notice, PTI reported on Thursday.

The Times of India first reported the story on Thursday.

Roopa’s report citing corruption and mismanagement among other allegations and subsequent transfer out of the department had made national headlines, causing huge embarrassment to the Siddaramaiah-led Karnataka government.

“I have received a notice but I have done my duty," Roopa said. She added that there was a complaint registered with the state anti-corruption bureau (ACB).

On 12 July, she submitted a report to Rao citing drug abuse, unregulated movement of prisoners, and threats and assault of medical staff by prisoners.

Roopa had alleged that Rs2 crore had exchanged hands to provide special facilities to Sasikala and had dragged Rao into the case, claiming there was a “talk" that he was also a beneficiary. Her report also highlighted preferential treatment to fake stamp paper kingpin Abdul Karim Telgi. (bit.ly/2tG7kEw)

Rao and Roopa were both taken to task by Siddaramaiah—who holds additional charge of the home ministry—and were moved out of the department after they approached the media to argue their respective stands.

Rao was sent on leave while Roopa was transferred as commissioner for traffic and road safety, Bengaluru.

PTI quoted the notice as saying that the allegations had sullied Rao’s name, and caused him mental agony.

Rao could not be reached for comment.

Roopa also urged the ACB to take the lead from a confessional statement made by Australia-based non-resident Indian V.C. Prakash to the Delhi police in connection with the Election Commission bribery case.

Prakash had confessed that he had helped arrange meetings between AIADMK party leaders, including deputy general secretary T.T.V. Dhinakaran and Sasikala inside Parapana Agrahara prison as he “knew some jail officials". The confessional statement says, “Mallikarjun (a close aide of Dhinakaran) also asked me to help organize their meetings with Sasikala lodged in Bengaluru jail as I knew some jail officials."
