New Delhi: The Congress party on Tuesday said the grand alliance in Bihar—the Janata Dal (United), the Rashtriya Janata Dal and itself—will release a common minimum programme ahead of the state elections.

“All three parties will come up with a common minimum programme soon. The idea is to make development the key issue of this election. We are yet to finalise it and a meeting for it will happen soon," Ashok Chaudhary, chief of the Congress’s Bihar unit, told reporters on Tuesday.

Another Congress leader aware of developments said meetings at the state level would work out a detailed common programme which would form the basis of governance if the alliance gets voted to power. he did not want to be identified.

The grand alliance is opposing the Bharatiya Janata Party, led by Prime Minister Narendra Modi. On Tuesday, he accused the alliance of focusing only on caste and losing track of the state’s development.
