New Delhi: A proposal has been mooted by the Department of Posts (DoP) to set up Bulk Cargo Handling Centres for railways and airports. Also chains of Fast Food Centres would be set by identifying about 250 post offices in Delhi and the NCR that have vacant spaces for their suitable commercial utilization.
This will step up employment opportunities. The judicious use of vacant space in their POs may succeed in tapping Post Offices which are operating with 80% capacity, and have enough vacant space that can be used for cargo handling centres and putting up of fast food retail outlets.
Estimates in Parliament Street HO, New Delhi GPO, Eastern Court, Delhi GPO, Kashmere Gate and other big POs may be fairly well used but the remaining POs have enough space that can earn the Department a good deal of revenue provided commercial ventures are accommodated within them.
Suggestion of cargo and food centres should remain within the government domain and if acceptable, can be developed through private pubic partnership initiatives.
A paper, “Map for Post Offices Turnaround” will highlight that if planned properly, cargo centres and food centres are created in minimum of (250) post offices within the periphery of Delhi and NCR, around 500 Cargo centres or Food Outlets (250 each) can be created, depending on the space required by the bulk cargo and fast food centres.
DoP can target large corporate houses, institutions/associations, banks, PSUs, builders/developers, trade fairs organisers etc. for their massive air and railway postages. The tariff rates for such postage should be competitive enough to take on the courier companies and other relevant agencies. For setting up bulk cargo centres, government can identify the post offices located near corporate centres and commercial complexes.
For setting up Food outlets, DoP can also interact with private players like McDonald, Pizza Hut, Nirula’s and other reputed international and domestic players in the field. The Department by way of an advertisement in all major cities with clear terms and conditions can invite public and private players.
By permitting establishments of bulk Cargo & Food Centres in Capital and NCR, Deptt. of Posts will transform its financial balance sheet and emerge as the leader among other players, said Mr. Rawat.
According to Assocham some of Delhi and NCR Post Offices are currently operating in Ground and 1st floors only and can be upgraded up to 2-3 floors for the suggested centres and outlets. DoP should also chart out the rental prices of each outlets and stores, keeping in view the commercial prices of place and shops.
Since Post Office is the Rs.common-man’s’ most preferred and trustworthy place for RD, FD, NSC and other saving schemes and business houses choose for their bulk of postage etc for Post Offices. General people and students, marketing salesman and other office workforce alsoi frequent it.
Through sale of railways and air tickets the Department will also get huge revenue. Department of Posts can start the recruitment drive for over 30,000 posts which is lying vacant in different grades and can give better perks to its supporting staff like postman, clerks etc. who are presently getting very low salary compared to other government employees.
