New Delhi: Delhi Chief Minister Sheila Dikshit Monday said she has not received letter from ministry of home affairs related to hanging of Afzal Guru, sentenced to death in the Parliament attack case. "I have not received any letter, it may be the home department," she said. However a senior home ministry official said a letter was written by a joint secretary reminding Delhi government that the file pertaining to Afzal Guru was still pending with them.

“The letter was written in routine and this is not the first time we have written to them," the official said. Afzal Guru is among 30 other people, who is seeking clemency from President.

As per the procedures, the home ministry had sent Afzal’s file to Delhi government nearly four years ago to seek its comment. The file it still with the state government. The home ministry will forward the file to President once it receives from the Delhi government. The President will then take a final call on the sentence. India has not hanged any convict since 2004.

DIPP to ensure level playing field at NMIZs

New Delhi: In a volta face, the industry department on Monday said that the units set up within the proposed National Manufacturing and Investment Zones or NMIZs will not enjoy any additional tax incentive to allow level playing field between industries within and outside the zones.

The DIPP secretary (RP Singh) made it clear that industries in the proposed NMIZ would not be entitled to any taxbreaks to avoid conflict and a non-level playing field vis-à-vis the units outside the NMIZ fold,” a statement by industry lobby group FICCI said on Monday.

In the discussion paper on the issue released on 31 March, the department had said that the government would share 50% of the expenditure incurred in filing international patents by units within such zones. Subvention of interest on working capital by 4% will also be available to them to create parity with international counterparts.

In government purchases, preference was proposed to be given to units located in such manufacturing zones. In order to encourage supply chain development, income tax exemption to suppliers will also be available in proportion to the supplies made within the zones, the discussion paper had said.

The department also proposed that the state government may also be asked to notify a package of incentives for the development of such zones including moratorium on all municipal and other local taxes for 10 years, for the NMIZ developers as well as the units which are located in the zone.

Addressing a roundtable organized by Ficci on Monday, Singh said that the government is committed to give a fair deal to the workers in the proposed exit policy under the proposed national manufacturing policy.

“The time has come to ensure that from day one the interests of the workers are protected through an insurance policy that could be renewed annually," Singh added.

Govt offers schools to corporate houses

New Delhi: The government Monday offered municipality schools to corporate houses to either start afternoon schools or skill development training centers—an effort that human resource development minister Kapil Sibal said would benefit marginalized sections and help achieve better results under the Right to Education Act.

Sibal said the government is putting in place a policy under which primary schools will be given after 2pm to business houses.
