New Delhi: Council for Advancement of People’s Action and Rural Technology (Capart) has to restructure itself in order to create synergy between rural technology and its benefit to masses, rural development minister C.P. Joshi said on Tuesday.

Addressing the valedictory session of a two-day workshop on Appropriate Technology on Rural Development, Joshi also pitched for a greater role for the Capart.

“If we look at the role of Capart in government’s flagship programmes like MGNREGA, in which the outlay is 40,000 crore, the organization has to restructure and play a bigger role in use of rural technology, as well as, spreading message of rural innovation to boost productivity," he said.

Joshi said Capart, an autonomous body registered under the Societies Registration Act, will have to work as per the 73rd amendment of the Indian Constitution which clearly brings people’s planning to the forefront and paves the way for ensuring grassroot participation in governance.

“It is important to to re-define the role of Capart... on bigger levels... after the 73rd ammendment... it is even more important to include Panchayat’s and make them models of self-governance, and for that, experts will have to be there in local levels to can identify technology available today for specific regions and its needs", the minister said.

By making the gram panchayats a people’s body, the 73rd amendment entrusted them with the responsibility of looking after numerous development functions.

He said in the past 25 years of Capart’s functioning, “it was felt that the interest of the voluntary sectors in its dealing with the organisation was gradually losing its intensity".

Capart director general Mohd Haleem Khan said he hoped the workshop would bring back focus on technology use related issues “which are going to change the way of livelihood in rural areas.

“In the next five years, we see the organization functioning more and more as a productive facilitator of useful technology to rural masses".
