At the start of its second stint, the UPA announced an ambitious agenda, including a slew of development plans that would be concluded by 29 August. These were also spelt out by President Pratibha Patil in her speech to the first joint session of the 15th Lok Sabha on 4 June. A quick review by Mint shows that the government has achieved only partial success in executing the agenda.
