New Delhi: The BJP wanted to make terror a plank of its campaign in the upcoming elections but the Congress seems to have snatched the issue from under its nose. A day after the Assam blasts, the Congress unveiled its report card on security in the capital. Releasing his party’s security game plan, union home minister P Chidambaram said he deeply regretted the bombing in Assam.

The Congress listed its initiatives like forming the National Security Act, a national investigative agency, four new National Security Guard centers and a special army station in Bangalore in the 17-page report.

If elected the party says it would set up a panel for long-term police recruitment and hopes to fill all police vacancies by the 31 March next year. The party envisages a multi-agency central body that would be legally bound to share information with state intelligence agencies. Other plans include a multi-purpose national identity card for all Indians, 20-counter insurgency and anti-terrorism schools across the country and a national security database.

The party also plans to reshuffle personnel from VIP and VVIP security and establish a crime and criminal tracking system or CCTS by 2012. Congress hopes to work on a standard operating manual that spells out the responsibilities of national security agencies in case of different types of threats and attacks and establish a war room to be the central nerve point in case of a terror attack.
